Policy Issues: NIH Reform Act of 2006

New Law Enacted in 2007: NIH Reform Act of 2006

Rep. Joe Barton (R-6th, TX), then-Chairman of the House Energy and Commerce Committee, introduced H.R. 6164, “The National Institutes of Health Reform Act of 2006” in September of 2006

Goals: To ensure accountability and transparency; to foster interdisciplinary and collaborative research

Action on bill (H.R.6164):

AAI’s major goals during the NIH reauthorization process:
  • To ensure balance between 1) the need of the NIH director to manage and be accountable for the agency and 2) NIH’s longstanding and successful decentralized leadership structure
     
  • To ensure that any changes Congress makes will improve, and not damage, NIH and its interaction with working scientists

House Energy and Commerce Committee
  • Drafts any “reauthorization” legislation affecting NIH (to retain, eliminate, and/or modify NIH programs and policies; to reorganize or eliminate institutes and centers)
     
  • Has “oversight” (investigations) authority

Senate Health, Education, Labor and Pensions Committee

  • Drafts any “reauthorization” legislation affecting NIH (to retain, eliminate, and/or modify NIH programs and policies; to reorganize or eliminate institutes and centers)
     
  • Has “oversight” (investigations) authority
